Australian Disability Enterprises

The NSW Government wants to support businesses that employ people with a disability. These businesses are known as Australian Disability Enterprises (ADEs).

Procurement from Australian Disability Enterprises made easy

The Public Works and Procurement Regulation 2014 simplifies the purchasing of goods and services from approved ADEs. Now NSW Government agencies may purchase goods and services directly from approved ADEs on the basis of a single written quote.  This includes goods or services provided through whole of government contracts.

Value for money must still be achieved. The section 5 of the legislation, which underpins this initiative, is below:

Approved Australian Disability Enterprises

Australian Disability Enterprises (ADEs) are commercial businesses that provide employment for people with a disability. Information about the ADEs can be found in a register, created through an order made by the Minister for Disability Services and maintained on the National Disability Services website.  The website also allows ADEs to be searched by location and capability.

Types of work

ADEs engage in a wide variety of work such as:

  • scanning and digitisation
  • packaging and assembly
  • mailing fulfilment production
  • recycling
  • secure document destruction
  • screen printing
  • plant nursery, garden maintenance and landscaping
  • cleaning and laundry services
  • motor vehicle cleaning
  • food services.

Many ADEs have quality assurance systems in place and also have significant experience in working on large government projects.

Assessing value for money

When agencies wish to procure from registered disability organisations, all factors need to be considered relevant to the goods or service being purchased. These include:

  • whole of life costs
  • experience
  • quality
  • reliability
  • timeliness
  • delivery
  • innovation
  • product servicing
  • fitness for purpose
  • any value adding components such as meeting the government’s economic, social and environmental objectives.

 

Support with engaging approved Australian Disability Enterprises

The National Disability Services (NDS) has been engaged to promote procurement activities from eligible ADEs.  NDS is also funded to assist agencies to make contact with eligible disability employers who can meet their procurement needs. NDS supplements the Procurement Certification Training at level 2 run by the Institute of Public Administration Australia (IPAA) in association with NSW Procurement.
